香港小姐是象徵香港繁榮進步的形象，具有無比的青春活力，美貌與智慧兼備，肩負起「親善大使」和敦睦情誼的使命。
「熱愛生活、熱愛香港」是一九八三年度香港小姐競選的主題，每年香港小姐競選盛會，是社會人士所關注的活動，這個盛事可說是市民生活的一部份，隨著本港地方行政體系的推行，今年除了著重「美貌與智慧」外，並強調香港少女青春活潑的表現，參與推動「活力香港」。當選的佳麗，將深入社會每一個地區，獻上溫情洋溢的愛心，為本港社會帶來真善美。
一九八三年度香港小姐冠軍將代表香港參加在美國聖路易市舉行的環球小姐競選大會，亞軍參加在倫敦舉行的世界小姐競選大會，季軍參加在東京舉行的國際小姐。

The title winner represents the progressive and advanced image of Hong Kong. She also epitomizes youth, vitality, beauty and intelligence and will play the role of a goodwill ambassadress.
The theme of this year's pageant is "live life, love Hong Kong." The people of Hong Kong associate themselves closely with this annual event, and as such it plays a very significant role in their lives.
In support of the Government's District Administration Scheme, the ideal candidate to promote it in the various districts is undoubtedly Miss Hong Kong 1983, as she will possess the qualities required of a goodwill ambassadress.
She will also advocate the importance of living healthier lives in keeping with the current "Vitality Hong Kong" campaign, spread goodwill and endeavour to evoke a sense of belongings and love for Hong Kong amongst the residents.
Miss Hong Kong 1983 will represent Hong Kong at the Miss Universe Pageant in St. Louis, USA, while the first and second runners-up will participate in the Miss World Contest in London and Miss International Beauty Pageant in Japan respectively.
