一九八六年度香港小姐競選又在熱鬧歡欣的氣氛中展開了，今年，大會的主題是「艷光閃爍顯才華」，讓參加競選的佳麗更能充份發揮外在的美和內在潛質，爭取最佳的表現。
艷光並不一定是全面的，只要有著一般不同的獨特之處，能夠吸引到許多人欽羨目光，便是一位女性的艷光所在，如她的高雅氣質，顧盼生姿容顏等。至於加上「閃爍」二字，除了形容艷光明燦之外，有著更進一步涵意，那是因為參選佳麗，必須要有位衷心欣賞她的人來提名她參加競選，這正如有著一朿光源投射在鑽石上，晶瑩的鑽石才會產生出絢爛奪目的光芒一樣。
本年度香港小姐競選，報名人數達一千六百二十三名，經過大會的面試和初選，選出三十名佳麗參加準決賽，準決賽於五月十八日舉行。
而總決賽於六月一日在香港演藝學院舉行，本年度香港小姐競選決賽，能夠率先在這個擁有國際一流水準設備的劇院舉行，是本港電視界一項創舉。為積極推動電視行業的進步及發展，電視廣播有限公司將把本年度香港小姐競選決賽之全部門券收益，計共港幣二十五萬元致贈予香港演藝學院之「電視訓練基金」，為本港電視界培育專業人材。

The search, each year, for a young woman to represent Hong Kong is a challenging task.
It is a quest for a person who typifies the very nature of the Territory and its people: a possessor of boundless energy, confidence, talent, personality and, of course, beauty.
The search for Miss Hong Kong 1986 is, in many ways, a reflection of the aspirations and achievements of the community itself.
In 1986 the search for such a representative has resulted in the selection - from a record 1,623 entries - of 30 worthy contenders, each of whom has demonstrated an abundance of the natural and acquired talents Hong Kong expects of someone who will act as its standard-bearer in the local community and elsewhere around the world.
In keeping with the objectives of the Pageant, TVB this year has selected a venue for the Final which, in its own way, complements the attributes sought in the contestants.
The recently opened Hong Kong Academy for Performing Arts is dedicated to becoming an inspirational showcase of the multifarious artistic talents available in Hong Kong. The beautifully designed Lyric Theatre, in which the Pageant is taking place, provides a perfect setting for demonstrating the talents possessed by the participants…
